Default I really need some Help..:(

Well the story is simple My web site was running well for some years.
We had a fellow that decided to alter the info in cpanel..
Yes I hear you why did he have the passwords..
Anyway my sight crashed big time,I had my Host(webcity.com.au)
wipe all the files and start over..

Now my problem is what do i do to get My vBulletin up and running?
It says that I need a database in MySqL, i understand that in cpanel you have to set this up...
I have public_HTML and the other files that come with my web package.

I understand that I need to place the vBulletin files in the public_html file too.

But I really don't understand the first step of setting up MySQL..?

EDIT: I think I have worked it out....What was confusing me was this link
http/www.example.com/forums/install/install.php .I replaced example with my site, but I have no folder called forums..I assume forums is actually index.php? Am I on the right track..Anyway I sorted the database out..I hope..
Man why isnt there a step 1, 2, 3,..I will upload vBulletin to the site tommorrow lets hope I can get it working...
